With the approval of a ₹11.26 crore, two-year contract for Sarvam AI’s sovereign solutions, Maharashtra is moving its AI strategy from the drawing board to the front lines of government work. The state has given the go-ahead for a deployment that will see artificial intelligence woven into the administrative and citizen-facing workflows of its departments.
Maharashtra Brings Sarvam’s Indus AI Workspace to 2,500 Government Users
The move was sanctioned by a High-Power Committee under the Chief Secretary and represents a clear departure from mere experimentation. At the heart of the programme is Indus, Sarvam’s AI workspace, which is set to be rolled out to some 2,500 state government users in the first year at an estimated cost of ₹5.63 crore. For the official using it, Indus is not a public chatbot but a secure productivity layer to offload routine tasks on government-controlled infrastructure. It can be called upon to draft file notes and official correspondence, put together replies for Right to Information applications, or use optical character recognition to work with documents in Indian scripts. The system is also capable of multilingual interaction in 22 languages, including Marathi, and may be integrated with eOffice and NIC email where APIs permit.
All of this runs on audited, secure infrastructure inside India, a feature the state considers vital for keeping data within the country.
Sarvam AI Deal Includes Discounted Government Pricing and Implementation Support
The commercial terms are part of a broader package. For the initial 12 months, the Foundation Partner rate is set at ₹1,200 per user monthly, well below Sarvam’s usual ₹2,500. On top of that there is a ₹50 lakh fee for professional services, of which ₹42 lakh covers three months of manpower for setup and adoption, plus an annual maintenance charge of ₹25 lakh. The Electronics, Information Technology and Artificial Intelligence Department will foot the bill while its Commissionerate sees to the implementation.
Samvaad Pilot to Use Voice AI for Tuberculosis Awareness
The initiative is not confined to internal efficiency. A one-month pilot of Samvaad has been approved for tuberculosis awareness. This voice and WhatsApp agent from Sarvam will make calls to patients in their own language and gauge the quality of the interaction. With a one-time development cost of ₹6 lakh and a per-minute usage of ₹3, it offers public health authorities a way to be more accessible and to see where human input is still required.
Saaras and Bulbul to Strengthen MahaAI’s Multilingual Capabilities
In addition, Sarvam’s speech models are being brought into MahaAI, the on-premises platform run by the National Informatics Centre at the Maharashtra State Data Centre. Saaras will handle speech-to-text conversion and Bulbul will generate spoken responses from text over a four-month, usage-based arrangement to aid in translation, transcription and other multilingual services.

What makes Maharashtra’s push noteworthy is the emphasis on sovereignty. For a government, it is as much about control of data, security and access as it is about having a good model. By turning to India-focused technologies and local infrastructure, the state is reducing its dependence on foreign systems for critical work. Whether these tools can provide accurate, private results at scale while preserving the necessary human oversight will be the true test of whether India-built AI can hold its own in day-to-day operations.
