With a new ₹122.6 crore contract from the Government of Odisha, Tata Consultancy Services (TCS) is set to put in place the next iteration of the state’s workflow automation system, OSWAS 3.0. The agreement with the Odisha government will see the partnership continue for some six years or so.
It is a further move in the state’s digital governance agenda. Where before the focus was on paperless administration, the new platform is built to be AI-enabled, mobile-first and fully connected.
OSWAS 3.0: Odisha’s Next Step in Digital Governance
The aim of OSWAS 3.0 is to put a range of capabilities on one digital platform to modernize and simplify the way Odisha governs. Government departments will have better oversight of their administrative work through features like electronic approvals, digital file processing and real-time tracking of workflows. Various applications and databases are to be brought together, with analytic dashboards at hand to aid in quicker, more sound decision-making.
Underpinning this will be TCS DigiBOLT, the company’s low-code/no-code offering, which will serve as a unified digital workplace. And there will be an emphasis on security to safeguard data and transactions.
4,600+ Offices, 50,000 Users: The Scale of OSWAS 3.0
A project of this magnitude is no small matter. When it is up and running, OSWAS 3.0 will be in use by close to 50,000 users in over 4,600 offices throughout Odisha. The mobile-first design is intended to put these tools within easy reach of local administrators and field officers, and full support for the Odia language will make the system all the more usable.
AI, Mobile-First Access and a Micro services Architecture
Technologically, the system is being built on a micro-services architecture for better scalability. One can expect enhanced audit trails for digital files and approvals, as well as the kind of process optimization that only AI can provide.
From Paper Files to AI-Enabled Administration
The original intent of OSWAS was to get Odisha away from its reliance on paper and towards something more transparent and efficient. Earlier versions did much to cut turnaround times and hold departments to account with digital file movement and tracking. Now with version 3.0, the state is adding AI and deeper integration to that mix.
For the officials on the ground it should mean smoother operations; for the administration as a whole, greater accountability.
Why the TCS–Odisha Deal Matters
In signing this deal, TCS cements its standing in India’s public sector e-governance space and builds on what is already a long-standing relationship with Odisha. It is also a case study in how large-scale modernization is being driven by a combination of workflow automation, AI and low-code tech.
But for Odisha the purpose is straightforward: to have an administrative apparatus that is traceable, citizen-friendly and more responsive. In that sense, OSWAS 3.0 is not just an upgrade in technology but the latest chapter in how the state chooses to do business.
