With a view to charting India’s course in artificial intelligence, Karnataka has put forward a bold plan. In what can be called a landmark move, the state government has announced it will set up India’s first government-run AI University and an accompanying AI Hub to put research, innovation and industry ties on a fast track.
Chief Minister D.K. Shivakumar made the announcement at Google I/O Connect India 2026 in Bengaluru as part of a wider strategy to make the state an AI-native one and a place of choice for responsible AI innovation around the world. For those in the policy, startup and technology space, this is a clear sign of a long-term commitment to growing India’s AI ecosystem from the ground up.
A World-Class Centre for Talent
The new AI University, to be located in Bengaluru, is being conceived as a premier institution for education and research. It will turn out highly capable professionals in fields ranging from generative AI and robotics to machine learning and AI ethics. There will be a strong push for collaboration with the private sector and government so that what is taught in the classroom is in step with the market.
Undergraduate through to doctoral programmes will be offered, all with an eye on practical application. “The university will be instrumental in underpinning Karnataka’s leadership in the country’s fast-moving AI scene and readying our talent for the global stage,” said the Chief Minister.
An Ecosystem for Startups and Enterprises
To go with the university there will be an AI Hub. Think of it as an incubation centre for startups, enterprises and international tech partners. The hub is intended to be a one-stop shop for entrepreneurs looking to scale an AI business. It will back the development of deep-tech and enterprise solutions in sectors from finance to agriculture and healthcare, and offer the kind of support – from high-performance computing and datasets to mentorship – that allows an idea to be put into practice.
Investing in the Pipeline Early On
Karnataka is also looking to the future by bringing AI into the school curriculum from Class 6. The goal is to instil a basic literacy in AI and computational thinking while teachers are given the training they need to handle the subject. The government intends to work with EdTech firms and others to put in place the digital tools and content required for an AI-driven world. Coupled with the university and the hub, this forms a full pathway from education to employment.
Scaling the Infrastructure
You cannot have AI without the right kind of infrastructure, and Karnataka has acknowledged as much with plans for two hyperscale green data centres to handle large workloads in a sustainable way. The overall blueprint calls for over 500 MW of hyperscale capacity, medium-sized centres in tier-2 and tier-3 cities and a 500 MW AI data hub on the coast to serve academic and enterprise needs.
Why the State Is Well-Placed to Lead
Bengaluru is already one of the most consequential tech hubs on the planet, with more than 17,000 startups and a share of some 40% of India’s software exports. Add to that the venture capital activity, the top engineering schools and the R&D presence of multinationals, and you have the makings of a coordinated system rather than a series of disconnected efforts.
Shivakumar has been at pains to point out that the ambition here is not merely to use AI but to let it enhance public services and governance with fairness and transparency. While the specifics on funding and operations for the university will be forthcoming in the months ahead, the move is a significant one for India. It is Karnataka’s way of building the infrastructure and talent pool necessary to make the nation a leader in the field.
