In a move to put sovereign AI within reach of India’s government and the country’s most heavily regulated industries, IBM has entered into a partnership with Sarvam.
With artificial intelligence now at the centre of digital transformation, it is natural for organisations to pose a critical question: who is in command of the infrastructure, the data and the AI itself? The new arrangement between the two companies is predicated on providing an answer to that very query by developing and rolling out sovereign AI for public sector entities and government bodies throughout India.
IBM and Sarvam Combine Global Governance with India-Built AI
What the collaboration brings to the table is a fusion of IBM’s enterprise governance and Sarvam’s India-first models, yielding a platform that is fit for purpose in terms of the nation’s operational, linguistic and regulatory needs.
IBM is putting its Sovereign Core behind the effort, an AI-ready middleware and software suite built with sovereignty as a given. It gives an organisation the means to oversee everything from security and compliance to data residency and AI oversight, irrespective of whether the workloads are in a private cloud, on-premises or part of a hybrid set-up.
Sarvam provides the counterweight with its own stack of large language and reasoning models made in India, along with voice AI fine-tuned for local accents and languages. For a financial institution or a healthcare provider, this is a way to adopt AI without ceding control over sensitive information or digital sovereignty.

Driving AI Adoption Across Government and Regulated Sectors
The partnership is not concerned with what might be possible down the line; it is focused on the here and now. Early pilots will see the introduction of multilingual service portals, intelligent document handling and automated grievance redressal for citizens. These are meant to make dealing with the government more accessible while cutting down on manual processes.
Much of this will be put through its paces at the GovTech AI Innovation Centre in Lucknow, acting as a joint hub where departments can validate and refine solutions before a wider rollout.

There is a reason why sovereign AI is such a priority. As IBM puts it, it is not simply a matter of hosting location but of having full command over the lifecycle of an AI system. In India’s case, that means keeping citizen data on home soil and using models attuned to the local context. Sarvam has been active in this space under the IndiaAI Mission, and with IBM’s framework to enforce the necessary controls in a production environment, the result is a trusted blueprint for the public sector. As the pace of AI adoption quickens, a union of this kind may well define how regulated industries and governments go about modernising their services on their own terms.
