The Government of Andhra Pradesh has taken an important step in its digital transformation by signing two Memoranda of Understanding (MOUs) with Calibo, a Business to Business (B2B) technology solution provider, which provides Data and Artificial Intelligence (AI) solutions. The goal of this partnership is to assist the State of Andhra Pradesh in quickly developing an AI-driven ecosystem for new AI use cases and an AI-skilled workforce which will allow the State to solidify its position as a leader in India’s rapidly evolving AI landscape.
The collaboration between Calibo and the State of Andhra Pradesh will focus on integrating AI into Education and Skills Development, Governance, creating a strong pipeline of AI-ready workforce and driving innovation in the delivery of Public Services. The increasing use of AI for analytics and data-driven decision making supports the State’s overall vision to be a leader in the delivery of technology-enabled Governance and in building Digital Capability.
Calibo’s AI Academy will officially launch through a partnership with the Andhra Pradesh State Skill Development Corporation (APSSDC). The Academy will offer AI skills-based training via hands-on learning at over 50 higher education institutions (including colleges and universities) throughout Andhra Pradesh. The training programs will include AI fundamentals, machine learning, data analytics, and for example, Generative AI applications., all of which are critical skills necessary to prepare India’s rapidly growing technical labour force, while also addressing the increased demand for workers trained to use AI for analytical purposes.
APSSDC, part of the Department of Skill Development and Entrepreneurship, was formed in 2017 and has trained over 1.5 million youths throughout its network of more than 250 skill development centres. The partnership with Calibo is geared at further broadening opportunities for practical learning experience with AI, as well as for providing opportunities for industry-validated training.
Officials anticipate the program will help bridge the gap between classroom learning and the deployment of technology in the real world. “This collaboration is a significant step towards creating not just an understanding of AI, but an entire ecosystem of innovative solutions created by youth in Andhra Pradesh,” said APSSDC Managing Director Vinay Chand during the virtual signing ceremony.
The second agreement between the parties is intended to enhance good governance through implementing Calibo’s AI Innovation Sandbox (the Platform). The Platform will be developed with the Real Time Governance Society (RTGS), which is the flagship programme of the Andhra Pradesh Government, started in 2014. Currently, the RTGS supports over 600 governance applications using real time data analysis to provide better services to citizens.
The AI Innovation Sandbox will enable government officials to experiment with AI-based solutions without impacting live production systems in a controlled environment. Experiments can be done to support real-time predictive analytics for disaster management, optimise traffic management and diagnose illnesses in the health sector. This provides a way for authorities to test various models to determine effectiveness prior to implementing them on a larger scale.
The framework of the sandbox model is to leverage global best practices similar to those used by major technology companies to evaluate AI systems. The sandbox will also comply with the Digital Personal Data Protection Act, 2023 of India, therefore ensuring that AI models are created using anonymised data from secure systems. Initial pilot projects will occur in agricultural districts such as Krishna and Guntur for predictions of crop yields, along with sentiment analysis of the population regarding their welfare program feedback.
- Chandrababu Naidu, the Chief Minister, said that theMoUswere key to building a New Look Andhra Pradesh and that Artificial Intelligence will be the cornerstone of the State’s Real-Time Governance model and that through this partnership, there is an opportunity to increase AI usage across not only State institutions but also a number of Government Departments.
Calibo develops enterprise-level artificial intelligence solutions primarily for the Banking, Healthcare and Public sectors since its inception in 2020 and is headquartered in Hyderabad. Calibo provides an accessible AI platform, with emphasis on No-Code tools and developers, allowing users without extensive technical knowledge to build and test AIs.
The partnership supports the growth of a vibrant digital economy in India according to the National AI strategy (2024) and it is expected that as India continues to be the recipient of an increasing amount of significant investment in artificial intelligence, collaborations like this one, will have a significant positive impact on strengthening the technology business ecosystem in India, by strengthening the technology workforce in India and expanding the role of AI analytical processes in Governance and Industry.
Partnerships that combine education, government innovation, and private sector expertise are increasingly seen as crucial to India’s artificial intelligence growth. With implementation of the Andhra Pradesh–Calibo partnership expected to begin in the second quarter of 2026, the initiative could play a significant role in advancing AI for analytics while building the skills needed for the next generation of AI professionals.
